Ansässigkeitsbescheinigung submission

Hi all! I wanted to submit a Certificate of Residence "Erteilung einer Ansässigkeitsbescheinigung" for a German company. I have found the form to fill but I do not know how to submit it . It is for Bavaria region. Your help will be much appreciated!!!

are you registrated in "Elster.de"?
Otherwise you will have to submit the form with the "Deutsche Post" via postbox.

I don't know how to do this in Elster. In my opinion, it should be originally signed. A copy won't be helpful.
